Well, the obvious choice of Eva pilots for Raine to dress up as is Asuka, which of course she has prior. But Raine likes to do the unexpected. Even though most people would think she's cosplaying as Asuka wearing Rei's suit.
Also, so far as OOC goes, Rei is my personal favorite. I had such a crush on her in the early 2000s. I still have all my merch and wallscrolls of her.

Given how Raine is, I think Rei is actually the more logical choice, simply because if she did go as Asuka, everyone might suspect she's an actual nerd, instead of someone who found something hot to dress up as.
